The Myth of CIN – National Italian Identification Code

 

It is an abbreviation of the italian term „Codice Identificativo Nazionale” (CIN), which means National Italian Identification Code. It is a code assigned to all properties which are intended for touristic use (short rentals, hotels and any type of extra-hotel facilities. b&b, hostels, agritourisms, room rentals) in Italy. It is assigned by the Ministry of Tourism after express request by the owner of the property or by the property manager with the owner’s permisson. 

 

The new rule that makes the CIN mandatory (of Article 13 of Decree Law No. 145/2023) is applicable from November 2, 2024, but the deadline for obtaining the CIN has been set for January 1, 2025, so as to ensure full uniformity of application of the rules throughout the whole country.

The CIN code is a specifically structured alphanumeric identifier. It consists of several parts, For example, a CIN code could be structured as follows: IT 039 007 B1 ooooo.

 

The most significant innovation of the rule is the registration of data on such facilities in a National Data Bank. This initiative aims to ensure greater control, and contributing to more effective and transparent management in the short-term rental and in the whole hospitality sector.

Once the CIN is obtained, it should be displayed outside the building in which the apartment or facility is located, ensuring compliance with any urban planning and landscape constraints. Given the limitations imposed by some condominium regulations on billposting, it is considered possible to fulfill the display obligation also through alternative methods to posting a sign, provided that suitable evidence of the CIN is ensured to the public and provided that the obligations provided for by regional and provincial sector regulations and Article 109 of the Consolidated Text of Public Safety Laws are complied with.

I will need: 

– a copy of the real estate purchase contract from the public notary, 

– a copy of  valid identity card and codice fiscale of the person designated as the owner, 

– the email address of the person named as the owner, what he / she checks out 

– total number of guests you can accommodate

– the fantasy name of the apartment

 

What can you expect? We’d need about an hour and a half when the owner and I are online at the same time, because he/she should receive official emails (what I generate threw the site of the Italian Ministry of Tourism) that I ask you to forward to me immediately. He /she will have 5 minutes to sort everything out from the moment the email arrives, if we are not fast enough, the time will expire and we can start again, so we will be able to proceed to the Ministero del Turismo website. Once we have created the profile for him, from there it takes about half an hour and in principle we can obtain the CIN code if we already have a regional ID for the apartment.
